Pulsar is NVIDIA's answer to the blur you see on an LCD even when the frame rate is high. The backlight is divided into horizontal sections that pulse in a rolling sequence down the panel, giving each row of pixels almost a full frame to settle before it is lit. Older strobing modes did something similar but demanded a fixed refresh rate, which meant giving up variable refresh entirely.

Doing both at once is the point of the technology. NVIDIA quotes over 1,000Hz of effective motion clarity from a 360Hz panel running around 250 fps, because the strobe shortens how long each frame is visible to the eye. It is aimed squarely at competitive play, where seeing a moving target clearly matters more than colour depth or contrast.
