Match the size to your case first. Most cases take 120mm, many take 140mm, and a 140mm fan moves more air at a lower speed, which usually means less noise for the same cooling.
Then decide what the fan has to push air through. An open case panel needs airflow, while a radiator or a dense dust filter needs static pressure. Fans are designed for one job or the other and the difference is audible.
