There is no single best card at this resolution, because a competitive shooter at 240Hz and a path-traced single-player title at 90 frames per second want different things from the same budget. Sorting the decision by what you play, and by what your screen can display, gets closer to an answer than any ranking does.
Two shifts matter more than any individual model. Upscaling has moved from a rescue measure to the ordinary way demanding titles are run at 1440p, which raises what a mid-range card can realistically hold. And graphics memory has become the single most expensive item on a card's bill of materials, so capacity now tracks price far more tightly than it used to.
