The practical consequence for a buyer is straightforward. A Core 7 machine spends its budget on cores and clock speed, then normally pairs them with a discrete graphics card. A Core Ultra 7 machine spends part of that same budget on on-chip AI acceleration and power efficiency instead. Which is the better purchase depends on whether the work is threaded and plugged in, or mobile and battery-bound.
