Does a touchscreen mean the laptop supports a pen?

No, and the two are often confused. Finger touch is capacitive; pen input needs an active digitiser that speaks a protocol such as Microsoft Pen Protocol, Wacom AES or EMR, or USI on Chromebooks. The pen has to match that protocol, so a generic stylus bought separately will usually do nothing useful.

How much battery life does the touch layer cost?

Less than most buyers expect. Comparisons of the same laptop with and without touch tend to land in single-digit percentages. The panel technology matters far more: an OLED screen changes consumption considerably more than the digitiser sitting in front of it does.

Can I switch the touchscreen off?

Yes. In Windows Device Manager you can disable the HID-compliant touch screen entry, which turns the panel off without affecting anything else. It is the standard workaround when a damaged screen starts registering ghost taps on its own.

Deciding between them comes down to how you will hold the thing. If the lid stays open on a desk, a touch clamshell covers it.
